Speaker's Steering Group on AI in Parliaments established

Rt Hon Sir Lindsay Hoyle, Speaker of the House of Commons has established a Steering Group on Artificial Intelligence (AI) in Parliaments.

The Speaker’s AI Steering Group will consider the impacts of the development of AI tools for the work of Members of Parliament.

The group, which meets regularly is chaired by Deputy Speaker and Chairman of Ways and Means, Nusrat Ghani MP. Other members include Dawn Butler MP and Jeremy Wright MP, as well as the Managing Director of the Chamber and Participation Team and Commons Clerk Assistant, with attendance by officials from the Parliamentary Digital Service (PDS).   
  
The Steering Group agreed its scope as focusing on matters relating to AI and parliamentary scrutiny; AI and parliamentary services, and AI and parliamentary public engagement. The Consultative Panel on Parliamentary Security reviews links between the use of AI and parliamentary cyber-security.    
  
The Group has also agreed:

  • to regularly review the AI guidance issued to Members
  • to review potential AI use cases in Parliament
  • to support the PDS and Library AI seminars for Members and their staff
  • to review the links between AI and broadcast authenticity 
  • to explore options on how AI can promote information accessibility and engagement with Parliament
  • to be regularly updated on current arrangements for Select Committee scrutiny support and progress with AI and legislative scrutiny.  

The Group will report back in the first instance to Mr Speaker with its recommendations and regularly update MPs with the progress of its work.  

Mr Speaker said: “I am delighted that this cross-party group of colleagues and officials has been established to ensure our approach to this rapidly advancing technology is one in which Members’ needs are uppermost in mind, and which benefits our constituents and the work of Parliament more widely. I have been impressed to see the emerging work so far on guidance and training for Members and consideration of potential use cases. We look forward to providing future opportunities to engage Members on this important area.” 

Chairman of Ways and Means, Ms Nusrat Ghani MP, said: “I am pleased to be chairing the first AI in Parliament Steering Group as we navigate the opportunities and challenges that AI can offer Parliament and MPs. I am keen to explore the numerous ways in which AI could enhance parliamentary efficiency and transparency. We will be working on solid data foundations and focusing on incremental change for any potential uses for AI in Parliament, and I am cognisant that AI applications in our complex environment need to considered carefully with clear process definitions and measurement frameworks. I will be chairing the AI Steering Group throughout 2025 and working with Members, parliamentary experts and AI experts towards a clear strategy on what approach we could take on AI.”
